The political system during the time of the story is some what similar to the political system in ancient India. This system swayed between Monarchy and Republic. While the king was a political head of his kingdom, he did not have much of a power in deciding the fate of his kingdom. The moral, social, and economic policies were controlled by centers of learning in the kingdoms, whose advice the king was forced to accept in his decisions. In a sense his word was law, but he had no power in mouthing his words. The centers of learning in those times, where centers of philosophy, science and religion. Emperor Andhaka, was trying to steer the political system towards Monarchy.
During the time of the story, small kingdoms retained their identity, and ruled over a few villages. They grudgingly accepted Emperor Andhaka as their superior and maintained their independence by paying hefty tributes and taxes to him. King Simha Rupe was one such small king.
